Commission maintains its measures against dumping of Chinese bicycles for a further 5 years

On Tuesday 11 June, the European Commission concluded that it was necessary to maintain its anti-dumping measures on imports of bicycles, mainly from China.

In a disclosure document circulated to stakeholders, the Commission considers that there is a strong presumption that producers will resume their 'dumping' if these measures are lifted.

A year earlier, in June 2018, the European Commission had initiated a review of the anti-dumping measures imposed by the European Union since 2013 on imports of Chinese bicycles, following their expiry.

A request was made in March 2018 by the European Bicycle Manufacturers' Association (EBMA), which had requested a five-year extension of the 48.5% customs duty on Chinese bicycles (see EUROPE 12033/15). These duties were maintained until the Commission's investigation was completed.

The industry applauded this decision: "The Commission has seen that even with the measures, EU imports from China have increased in recent years", said Moreno Fioravanti, EBMA Secretary General. "Without a level playing field, Chinese exporting producers would flood the EU market with dumped bicycles and rapidly drive the EU industry out of the market", he said, noting that this was already the case in the United States and Japan.

According to EBMA figures, the European bicycle industry provides more than 100,000 direct and indirect jobs in the EU market.
