13/03/2019 (Agence Europe) – Negotiators from the European Parliament and the Romanian Presidency of the Council of the EU reached agreement on Wednesday 13 March on two related issues, namely the new supervision of central counterparties (CCPs) mechanism established in the European Union and in third countries (see EUROPE 11807/10) and the amendment of Article 22 of the ECB's Statute to extend its regulatory powers in the field of financial instrument clearing (see EUROPE 11875/20). An agreement was already at hand at the end of February on the 'EMIR 2.2' regulation (see EUROPE 12199/15), but had been put on hold until an agreement on the ECB's competences could be reached. One of the stumbling blocks between the co-legislators was whether a list of powers of intervention should be open, as requested by the Parliament, or closed, as requested by the Council of the EU.
