04/02/2019 (Agence Europe) – Things are starting to change regarding copyright reform in the EU. After the failure of the discussions at the Permanent Representatives Committee (Coreper) two weeks ago (see EUROPE 12176), the Romanian Presidency of the Council circulated a new compromise text on this draft directive, which aims to rebalance relations between platforms and creators. It hopes to obtain a strong mandate at a further Coreper meeting on Friday 8 February, with a view to a new trilogue. If this were not the case, it could interrupt the negotiations due to a lack of time before the European elections. In accordance with the ordinary legislative procedure, provisional agreements must be checked by the lawyer-linguists, which takes at least four weeks, before ratification by the co-legislators. However, the last plenary session of the European Parliament takes place from 15 to 18 April, which reduces the room for manoeuvre. (SPj)
