The copyright negotiation meeting scheduled for the evening of 21 January will not take place. On Friday 18 January, the Member States' ambassadors to the European Union (Coreper) were unable to agree on a text that should have served as a renewed negotiating mandate for the Romanian Presidency of the Council.
The Romanian Presidency has therefore entered a phase of consultation with the Member States, before taking a decision on the next steps.
At the heart of the debate is a highly controversial text that aims to rebalance the relationship between platforms and creators. At the meeting on 18 January, the Romanian Presidency of the Council called on the Twenty-eight to show flexibility in order to reach an agreement with MEPs, including on the extracts in Article 11 (neighbouring right for newspaper publishers) and small and medium-sized enterprises in Article 13 (value gap).
But nothing was done: after more than 4 hours of discussion, the Romanian Presidency was confronted with opposition from eleven Member States: Germany, Poland, Italy, Finland, Sweden, Slovenia, Portugal, Croatia, Belgium, Luxembourg and the Netherlands.
As this dossier had to be approved by a qualified majority of the Member States, the quorum applicable in terms of representativeness of the population was not met (13 percentage points). (Original version in French by Sophie Petitjean)
