15/01/2019 (Agence Europe) – On the morning of Tuesday 15 January, the European Parliament and the Council met to negotiate the regulation establishing the future European Labour Authority, as a side event of Parliament’s plenary session. Negotiations have progressed well, in particular on the issue of scope. It would appear that the Council’s proposal (see EUROPE 12168) for a closed list of legislative acts covered by the Regulation is retained in Article 8. A common understanding on joint and integrated inspections (Art. 9) would also have been found, although the issue of the role of foreign inspectors in the territory of a Member State remains to be determined. Governance is the most difficult issue so far, particularly with regard to the entity’s Management Board (Articles 18 to 24), as the European Parliament wants to include social partners. The next trilogue has been brought forward to the evening of 24 January in Brussels. (PH)
