On 23 October, the European Parliament and Council negotiators will get to the substance of negotiations on the proposal (recasting) to establish a European Union agency for cooperation of energy regulators (ACER).
A first trialogue was held on 26 September, allowing the Parliament and Council to make their positions known regarding reform of the European energy regulator.
Negotiators will tackle political matters on 23 October. This will include discussion on Articles 23 and 25 which define the powers of the regulator Council and director. During a meeting of EU energy ministers in June, some States had criticised the Council’s general approach saying that, in their opinion, it limits the powers of the agency director to too great an extent. Two technical trialogues will be held on 11 and 18 October to discuss the agency's organisation. (Original version in French by Lionel Changeur)
