In a resolution adopted in Strasbourg on Thursday 5 July, the European Parliament condemns the violations to the freedom of expression committed by non-state and state actors in Somalia. It also says it is concerned at the arrest of political opponents and peaceful critics in Somalia.
The Parliament asks for an end to be brought to the violations of human rights, which are rife and which particularly target women, children and minorities.
It recognises the progress made by the Somali federal government on the rule of law, with the organisation of the first free elections on 8 February 2017, but it underlines the necessity of setting up an electoral system based on universal suffrage before the elections of 2020/2021.
The MEPs ask the Somali authorities to pursue their efforts immediately to strengthen the rule of law throughout the country, to put an end to the intimidation of journalists and human rights defenders, and to authorise the creation of unions, as well as to investigate violations of human rights and to sanction those who carry them out. "Impunity is one of the main factors feeding an endless cycle of violence and making the human rights situation worse", the MEPs say.
The Parliament condemns all terrorist attacks carried out both by al-Shabab and other extremist groups against the Somali people, and it reiterates to the Somali authorities the obligation they have of guaranteeing human rights and protecting the civilian population in all circumstances.
