Monday 18 June

  • Luxembourg. Council of the EU. ‘Agriculture and Fisheries’ Council. *Fisheries. – EMFF post-2020: discussion on the Commission’s proposal concerning the European Maritime and Fisheries Fund (EMFF) for the programming period 2021-2028. – Discussion on the Regulation on Fisheries Control. - Fishing possibilities for 2019: the ministers will hear back on the current situation and possibilities for 2019 (method for the calculation of the 2019 TACs and presentation of the Commission’s proposal on these TACs, on which the ministers will take position in December). – Any other business: presentation of the Dutch position on electric fisheries, which runs counter to that of the European Parliament. *Agriculture: – Debate on the ‘CAP reform post-2020’ package (three regulations on: - strategic plans of the CAP; - single common market organisation (CMO); - financing, management and monitoring of the CAP). - Situation of the agricultural market: situation on the principal agricultural markets, including those of dairy products and pork meat). – Any other business: difficulties in the Polish pork sector: USA duty on Spanish olives, water situation in Cyprus, threats to bees and other pollinators, research on the bio-economy in Central and Eastern Europe.

ACP/EU Parliamentary Assembly (to 20/06). – Global compact on immigration being discussed at UN. – ACP-EU relations ‘post-Cotonou’; - Social and environmental consequences of urbanisation; - Impact of illegal trade in phyto-sanitary products on the economies of the ACP countries.
  • Brussels. European Parliament. Activities of the committees (to 21/06). - TERR: discussion on the financing of terrorism, purchases of weapons and public/private collaboration in the fight against terrorism.

Tuesday 19 June

  • Brussels. European Parliament. Activities of the committees. – TERR-CONT: discussion between the two committees on judicial cooperation and the special report of the Court of Auditors on stamping out radicalisation. – PEST: public hearing on the Commission’s approval of certain active substances, with the participation of representatives of the European Commission, the OECD, the academic world and the European Ombudsman. – BUDG-CONT-DEVE-AFET: hearing of the four committees on EU spending on migration and the programmes and agencies competent on the subject. – EMPL: hearing on working conditions in sectors at high risk of exploitation. – IMCO: hearing on the horizontal regulatory framework on tackling illegal content in the digital single market and hearing on unfair trade practices in inter-company relations in the digital environment. – DROI: hearing on the link between human rights and supporting democracy (through elections) on the basis of the experience of the EU election observation missions.
  • Luxembourg. * Court of Justice of the EU. #Judgements: - C-15/16 (Baumeister – should all the information in the dossier of a financial supervisory authority be considered confidential, so that access to it can never be granted?). – C-181/16 (Gnandi – Legality of an order for an asylum seeker to leave the territory which was refused without being the subject of a definitive court decision). *General Court of the EU: #Judgement: - T-86/17 (Le Pen/Parliament – Cancellation of Parliament’s decision to recover €300,000 for the alleged fictitious parliamentary assistant position). 

Wednesday 20 June

  • Brussels. European Commission. Weekly meeting of the College of Commissioners. – Visit to the Commission of the French Prime Minister, Édouard Philippe.
  • Brussels. European Parliament. Activities of the committees. – TRAN: hearing on the impact of digitalisation in the transport sector. – FEMM: discussion on the notion of “budgetisation by gender” in the future multiannual financial framework 2021-2027 and in relation to the implementation of the Daphne programme. – PECH: public hearing on achievements since the European Maritime and Fisheries Fund (EMFF) was set up in 2014 and on its post-2020 prospects.
  • Brussels. Council of the EU. Coreper I, II and ‘Article 50’.
  • Luxembourg. *General Court of the EU: #Judgement:   T-657/17 (Anabi Blanga/EUIPO – Polo/Lauren – Opposition of the company Polo/Lauren to the registration of HPC POLO as an EU mark).

  • Luxembourg. Council of the EU. ‘Employment, Social Policy, Health and Consumers’ Council (and 22/06). *Employment/Social Affairs: - Coordination of the social security systems: general orientation on the future regulation. - Work/life balance for parents and carers: general orientation on the draft directive. - Transparent and predictable working conditions: general orientation on the future directive (information for workers on the work relationship). - European Labour Authority: progress on the proposed regulation establishing a European Labour Authority. - Directive on equality of treatment: stock-take on the work on the directive on equal treatment. European Semester 2018: guideline debate on the planks of the 2018 exercise of the European Semester on employment and social policy and approval of the country-specific recommendations made in this area to the member states. – Adoption of conclusions on: the future of work; the special report of the Court of Auditors on the free movement of workers; the development of infancy. – Approval of the conclusions of the 2018 report on the adequacy of pensions.

EU-Armenia partnership Council. - EU-Armenia relations and activities in the framework of the Eastern Partnership and the European Neighbourhood Policy: economic, commercial and sectorial cooperation between the two sides following the signature of the comprehensive and enhanced partnership agreement; prospects for the launch of dialogue on visa liberalisation. – Political dialogue (democracy, rule of law, freedom of the press and human rights). – Regional political questions (Nagorno -Karabakh, Syria, Iran).

  • Brussels. European Parliament. Activities of the committees. – JURI: hearing on the theme “Conversions and Divisions – new company law tools”. – TAX3: hearing on lessons learned from the Paradise Papers scandal.
  • Luxembourg. *Court of Justice of the EU. #Judgements: - joined cases C-391/16 M (CS), C-77/17 X and C-78/17 X (FR – Compatibility with EU law of the provisions of the directive on refugees allowing a member state to withdraw or refuse to award refugee status). – C-557/15 (Commission/Malta – Legality of the Maltese special rules allowing the capture of seven species of wild birds). #Conclusions: - C-342/17 (Memoria and Dall’Antonia – Legality of the ban on private companies from offering guarding services for funeral urns).

Friday 22 June

Council of the EU. ‘Economic and Financial Affairs’ Council. – VAT: general orientation on the directive on the harmonisation and simplification of the VAT system (definitive system for the taxation of trade between member states), the regulation on certain exemptions related to intra-community transactions and the regulation on the status of certified taxpayer. – Progress in the work on the European deposit insurance system; - Reports of the Commission and the ECB on convergence. Any other business: European Semester.
  • Luxembourg. Council of the EU. ‘Employment, Social Policy, Health and Consumers’ Council. *Health: - Evaluation of health technologies: debate on the proposed regulation aiming to create a framework for the joint evaluation at EU level of relative clinical effectiveness (compared to the usual treatment) of certain medicines and medical devices. - Future of health in the EU: working programme on health and areas in which European cooperation as value (framework for possible cooperation). – Health policy in the future EU budget: 2021-2027 (European Commission). – Adoption of conclusions on healthy diets for children in the EU.
