15/11/2017 (Agence Europe) – On Monday 13 November, the Council approved the creation of a central response capability (see EDD 987). This capability consists of a strengthened support instrument for missions (civilian common security and defence policy missions) as well as resources made available to current missions, the Council states. In the conclusions they adopted, the ministers ask High Representative of the EU for Foreign Affairs and Security Policy Federica Mogherini, in close coordination with the Commission, to set up this capability so that it is fully operational by May 2018. In concrete terms, the capability will help accelerate the deployability of civilian missions, a European source states. It will be integrated into the support instrument for missions which already helps missions manage financing, human resources and public procurement. (CG)
