Audiovisual, negotiations stumble over failure to comply

The co-legislators (Council and European Parliament) will meet for a fourth time on 7 November to discuss the EU directive on audiovisual media services.

At their 16 October meeting, they broadly reached agreement on the question of accessibility (Article 7), but hit deadlock on the stages of the proceedings in the event of wriggling out of the rules (Article 4).  They will consider encouraging service suppliers to provide accessible services to the disabled, particularly those with an audiovisual handicap.

In addition, suppliers should publish accessibility action plans unless they are viewed as small companies, in which case they will simply need to take proportionate and appropriate measures, explained a close source. 

The Presidency of the Council of the EU will brief the Committee of Permanent Representatives (COREPER) on Tuesday 17 October about the trialogue results. (Original version in French by Sophie Petitjean)
