The Council of Ministers of the EU raised no objections on Friday 18 November to the adoption by the Commission of a delegated regulation establishing a three-year discard plan for turbot fisheries in the Black Sea (see EUROPE 11667).
From 1 January 2017, the landing obligation will apply to the species subject to catch limits in the Black Sea.
Bulgaria and Romania have submitted a proposal for a turbot discard plan to the Commission.
The delegated act includes: - an exemption, based on high survival rate, to the landing obligation for the fisheries targeting turbot (Psetta maxima) with bottom set gillnets (this exemption is currently for one year, to give time to assess information prior to a decision on whether or not to extend it); - a further exemption for catches of fish that have been damaged by predators; - monitoring measures with regard to the recording of all catches (landings and discards) of turbot.
