29/09/2016 (Agence Europe) – On Thursday 29 September, the European Commission sent warning letters to France, Cyprus, Luxembourg and Spain over the EU directive on explosives precursors of September 2014 that regulates the sale of and access to chemicals that can be used to manufacture bombs. The Commission says the four countries have failed to fully transpose the directive in terms of establishing national contact points to report on suspect transactions and disappearances or thefts of large amounts of the chemicals in question. If the member states decide not to ban all such substances, the directive says they must inform the Commission of the licensing and registration systems they have selected. The Commission explains in a press release that it is asking the four nations about this. (SP)
