On Thursday 8 May, the Council of the EU adopted, without debate, the draft directive on restitution of cultural goods that have illegally left the territory of a member state (see EUROPE 11059). The directive will replace the previous one that dates back to 1993 and which has not been very effective. The directive now has to be transposed into member states' national legislation over the next 18 months....
