05/04/2004 (Agence Europe) - On its meeting in Strasbourg the European Parliament's "European Constitution" Intergroup welcomed the decision of the summit in Brussels to conclude the Intergovernmental Conference under the Irish Presidency. Yet, the members of the European Parliament once again called for "the finalisation of the historical project before the European elections". The Intergroup is concerned that "there are still about twenty open questions of great importance" mentioning in particular the budgetary rights of the European Parliament, "the institution's ability of decision-making and the transformation from veto to majority vote" must be guaranteed by the Constitution. The Intergroup pointed out that it "is saving itself the possibility to put the draft Constitution of the Convention on the agenda of the next EP plenary session at the beginning of May (3 to 6 May) for approval by the European Parliament" adding "the discussion on the Constitution began at the European Parliament: it must conclude with a vote on the Constitution at the end of its term of office.
