02/04/2001 (Agence Europe) - During a seminar on the future of Europe, organised on Friday in Brussels by the Swedish Presidency, Olof Petterson, from the Centre for Business and Policy Studies in Stockholm, underlined that he was hit by the fact that the reform of the Institutions is not among the priorities of the Swedish Presidency. Sweden is without a doubt very sceptical with regards to a constitutional reform, this comes from its tradition, but to achieve the full accountability of the governments with regards to citizens it requires more than simply intergovernmental relations, it requires a constitutional reform, he felt. Mr Petterson also said he was favourable towards the proposal from a professor from the European Institute in Florence to organise a referendum before launching the new institutional reform process, in order to consult citizens over what they may expect from this reform (go further in the Europeans integration process, simply clarify the rules…).
