Non-binding recommendation on improving operation of internal market

Brussels, 29/06/2009 (Agence Europe) - On Monday 29 June, the European Commission adopted a non-binding recommendation setting out measures that member states could take to improve the operation of the internal market. It calls on member states to report within three years on progress made and it will carry out a cross-cutting assessment the following year. Two further working documents were published the same day: one on support for member states and the other on the various existing cooperation networks.

The measures set out by the recommendation are: - ensure coordination among the various authorities involved in implementing internal market legislation (for example, possible centralisation of authorities within a one-stop-shop); - encourage close cooperation between the administrative authorities of the various member states (for example, staff exchanges); - improve the transposition of European legislation into national law (for example, cooperation with the national parliament and the regional/local administrative tier, transposition workshops with the Commission, improved information); - support the Commission in monitoring certain markets: finalisation of the study of the retail, food distribution and electrical engineering sectors in 2009; studies being carried out on the pharmaceutical sector, and the electricity retailing sector (results expected by the end of 2010); planned launch of studies on construction, environmental technologies, motor car, logistics and retail financial services; - promote training in Community law for officials (for example, drafting practical guides, opening designated assistance offices); - encourage the swift resolution of disputes related to freedom of establishment and free movement (for example, networks of specialist civil courts, involvement in SOLVIT network); - regularly check that national rules comply with Community law (for example, monitoring of European Court of Justice case law, consultation of stakeholders); - improve information to citizens and businesses on their rights within the single market (for example, through campaigns to inform the public).
