2010 indicative objectives for renewable energies will not be reached

Brussels, 11/05/2009 (Agence Europe) - In a recent progress report, the European Commission confirmed that it was unlikely that the EU would reach its indicative objectives on renewable energies for 2010 (set out by the 2001/77/EC directive on renewable energy for electricity production and directive 2003/30/EC on renewables in transport. According to forecasts, electricity production from renewables is expected to be 19% as opposed to the 21% target, while renewable fuels in total fuel consumption in the transport sector is expected to be 4% instead of the 5.75% objective. The report explains that the progress achieved over the last two years has been very uneven, with some member states reaching their targets and others still far off theirs. Although infringement procedures have been launched against several member states, the Commission believes that the legislative framework established on the basis of the directives mentioned above does not constitute a solid enough framework for guaranteeing increased use of renewables and whose development remains constrained by obstacles such as administrative procedures, discriminatory network access and insufficient national support measures. The Commission is therefore pleased with the forthcoming entry into force of the new binding legislative framework offered by the new directive on the promotion and use of renewables, approved by the Council and Parliament as part of the “Energy/Climate” package and which is based on the compulsory target of 20% renewables in the EU's final energy consumption by 2020, as well as a binding sub-target of 10% renewables in the consumption of each member states in the transport sector.
