Brussels, 20/02/2009 (Agence Europe) - The EU can only hope to have any weight on the international stage in terms of its Common Foreign and Security Policy (CFSP) if it speaks with one voice, has effective instruments, set up its cooperation with the UN and adopts a "solid democratic legitimacy", working together with the European Parliament and national parliaments.
