Brussels, 17/09/2008 (Agence Europe) - The Council fully shares the criticisms contained in the reports published by the Commission on 23 July on Bulgaria and Romania (EUROPE 9709) and calls on the two countries “without delay” to take all measures necessary to achieve “tangible results” in the fight against high-level corruption and organised crime. The reports were drawn up by the Commission under the cooperation and verification mechanism established on the two countries' accession in 2007. “The existence in each Member State of an impartial, independent and effective administrative and judicial system with sufficient resources is essential to enable EU policies to function properly to ensure that citizens have access to all the benefits and opportunities offered by membership of the Union” the 27 Foreign Affairs Ministers say in conclusions adopted by the General Affairs Council on 15 September.
