Brussels, 19/05/2008 (Agence Europe) - On Monday 19 May, the Agriculture Council adopted, without debate, its common position on the proposal for a directive setting up a Community policy framework for the use of pesticides that is compatible with sustainable development. The proposed framework directive is the cornerstone on the thematic strategy for sustainable use of pesticides in the EU, i.e. the rational use of pesticides and the use of non-chemical methods of plant protection.
The text, as approved, will initially apply to plant protection products before being extended to biocidal products. It provides, inter alia, for member states adopting national action plans setting out targets, measures and timetables for reducing the risks to and effects of the use of pesticides on human health and the environment (see EUROPE 9569 and 9529). Improving information to the public, recommendations to non-professionals handling pesticides, a general ban on the aerial spraying of pesticides, except when this method presents clear advantages, are among the key elements of the text. The common position will be sent to Parliament for its second reading opinion. (A.N.)
