Move towards criminalising incitement to terrorism

Luxemburg, 18/04/2008 (Agence Europe) - On Friday 18 April, the EU Council of Ministers defined a general approach on the amendment of the framework decision on combating terrorism, proposed by the Commission on 6 November 2007. Political agreement on the text is expected at the JHA Council of 5-6 June, although this is dependent on the European Parliament's having given its opinion previously (see EUROPE 9645). The amendment will update the 2002 framework decision, making public provocation to commit terrorist offences, recruitment for terrorism and training for terrorism, including via the internet, criminal offences. The new legislation will make it easier, for example, for law enforcement officials to get internet service providers to cooperate. Should they wish, member states will also be able to make trying to recruit and train terrorists a punishable offence. However, attempts at public provocation to commit terrorist offences is not included in the text. (B.C.)
