20/09/2007 (Agence Europe) - The draft Stabilisation and Association Agreement (SAA) between the EU and Serbia, on which technical negotiations were completed on 10 September (see EUROPE 9499), will not be signed “as long as Serbia does not cooperate fully with the International Criminal Tribunal for the former Yugoslavia” (ICTY), said the spokeswoman of Commissioner Olli Rehn. The arrest of fugitive war criminals like Radko Mladic and Radovan Karadzic was not, in itself, a pre-condition for signing the agreement, “but full cooperation must lead to the arrest of the fugitives,” she said. The opinion of ICTY Chief Prosecutor Carla del Ponte will probably be the deciding factor. (hb)
