Commission to present new anti-terrorist measures in autumn

Brussels, 03/07/2007 (Agence Europe) - On Tuesday, European Commissioner for Security Franco Frattini announced new anti-terrorist measures to be presented in October. These will include an airline passenger data registration system covering the whole of the European Union. Frattini hammered home the fact that “We need a European PNR”. He also pointed out that he had recently reached an agreement with the German presidency to conclude a similar agreement with the USA on the transfer of the Passenger Name Record (PNR) for passengers travelling to the US (EUROPE 9458). The draft framework decision on a European system for gathering and disseminating PNR should provide the “possibility for all member states that want to set up” a national centre for pooling and managing data for airline passengers entering the Community. Each centre will then be able to exchange information with other centres in the Union. Nevertheless, Mr Frattini explained that it was still necessary to think about how this legislation could be applied to intra-Community flights under the principle of free movement in the EU. The commissioner also declared that he was working towards the elaboration of a text that criminalised on-line manuals for making explosive devices. This proposal is expected to be accompanied by an action plan promoting the creation of an early warning system on the theft and disappearance of explosives, a bomb disposal network, as well as a database on Europol managed explosives. Frattini announced that he was going to send out a questionnaire to member states to work out what methods should be employed by each member state in the fight against the radicalisation and recruitment of potential terrorists. This would also pose questions about the different countries' policy on religious education and public and private aid to places of worship. The Commission will publish a green paper next week (10 July) on bioterrorism, concluded Mr Frattini. (bc)
