European Economic and Social Committee in favour of preserving substance of Constitutional Treaty

Brussels, 01/06/2007 (Agence Europe) - In a resolution adopted by a very large majority during its plenary session in Brussels on 30 May, the European Economic and Social Committee (EESC) requests that the future new EU Treaty should be able to meet the requirements of a 27-member Union allowing it to agree on new policies and to take the decisions required to face the many challenges that it faces. In this respect, the EESC calls for the draft Constitutional Treaty to “remain the foundation of negotiations, safeguarding the substance of what has been decided in the context of the European Convention and signed by all heads of state and government”. This means democratic and institutional developments in particular, including when it comes to fundamental rights. In practical terms, the EESC requests that Part I (objectives, institutions and structure of the EU), Part II (Charter of Fundamental Rights) and Part IV (general and final provisions) be taken up in the future treaty. The institutional and procedural provisions of Part III (Union policies) should, for their part, and in so far as they go beyond the law already in force, be integrated into Part I, an EESC press release states. On the other hand, the European Economic and Social Committee is not opposed to the treaty receiving another name, “given the misunderstandings that the term 'Constitution' has caused in some member states”. The EESC states it is also willing to organise, in cooperation with the next EU Portuguese presidency, information and dialogue meetings with the organisations of the civil society, as it had done during the work of the European Convention.
