Brussels, 26/03/2007 (Agence Europe) - The European Commission has given Poland conditional approval for its national greenhouse gas emission allocation plan (NAP) for 2008-2012. Final approval of the NAP will depend on a number of alterations which the Polish authorities have been required to make. The total of quotas allocated must not exceed 208.5 million tonnes of CO² per year (26.7% less than the amount proposed by Warsaw). The allocations to installations benefiting from bonuses for early action, biomass and co-generation may not exceed expected needs. The Polish authorities will have to provide more information on how new entrants will be treated. Intended ex-post adjustments must be eliminated. The overall maximum amount of Kyoto project credits which may be used by operators for compliance purposes, through clean development projects, may not represent an addition to its annual allocation of more than 10 %.
The approval of French, Polish and Czech NAPs takes the total number of NAPs assessed by the Commission under the terms of directive 2003/87/EC to 17. (an)
