06/03/2007 (Agence Europe) - In conclusions adopted on Monday, the Council hails the European Commission's report on using the European Neighbourhood Policy (ENP) to boost cooperation between the EU and its neighbours. The Council backs the general approach of the report published in December 2006 (see EUROPE 9320), which will gradually enable the EU's neighbours to participate in the work of EU agencies and EU programmes where appropriate and where legally possible. The Council urges all sides to examine the opportunities available, reminding them that it is the Council that must give final approval to participation in EU agencies. It wants the Commission to publish a recommendation and negotiating guidelines on participation in EU programmes. (ab)
