26/09/2006 (Agence Europe) - On Monday, the Council of the EU adopted, without discussion, its common position on a draft regulation on the law applicable to non-contractual obligations (Rome II) - presented by the Commission in 2003 - with the Estonian and Latvian delegations voting against. A political agreement was endorsed at the start of June in the Justice and Internal Affairs Council (see EUROPE 9204). The EP will now give its opinion in second reading at the end of the co-decision procedure. The purpose of the regulation is to lay down a uniform set of rules of law applicable to non-contractual obligations, irrespective of the country in which an action is brought (see EUROPE 8510). The Council also took note of the 8th annual report on implementation of the EU code of conduct on arms exports (adopted in 1998).
