Mechanism to open way for negotiations top of agenda for discussions between Messrs Solana and Larijani on Thursday

Brussels, 13/09/2006 (Agence Europe) - The mechanism which will open the way for negotiations between the international community and Iran on the nuclear issue will be at the heart of discussions this Thursday, probably to be held in Paris, between the EU High Representative Javier Solana and the Iranian chief negotiator Ari Larijani. While the “Six” (including the EU-3 - Germany , France and the United Kingdom) have up to now set the suspension of the Iranian nuclear programme as a prerequisite of opening negotiations with Tehran, the Europeans will from now on be willing to resume negotiations with Iran without first demanding the suspension of its sensitive activities. However, once negotiations are resumed, there will be a two-month suspension, as was proposed to the Europeans at the weekend by Mr Larijani. According to the Financial Times of 13 September, Tehran will also be forced to accept increased IAEA inspections to verify the suspension. Mr Solana said it was “very difficult but not impossible” to find a compromise on such a mechanism. The next move in the Iranian issue profoundly divides the Six, who have not managed to reach an agreement on a joint declaration to the Board of Governors of the International Atomic Energy Agency (IAEA) meeting on Wednesday in Vienna. Washington is demanding immediate sanctions, whereas Moscow and Beijing want to give Iran an extended deadline for the suspension of its uranium enrichment activities.
