15/05/2006 (Agence Europe) - On Monday, the “General Affairs/External Relations” Council expressed its regret that Serbia-Montenegro was still not fully cooperating with the International Criminal Tribunal for the Former Yugoslavia (ICTY) and backed the recent decision by the European Commission to suspend negotiations on a Stabilisation and Association Agreement (SAA) (see EUROPE 9184). The Council remains resolutely attached to Serbia-Montenegro's European prospects and stressed that SAA negotiations would restart as soon as Belgrade cooperated fully with the ICTY. This means especially that Radko Mladic will have to be arrested and transferred to The Hague without delay, say the Council conclusions. Were this to happen, the conclusion of SAA negotiations before the end of this year would remain possible, according to the Council.
