08/11/2005 (Agence Europe) - The 9th issue of the Centre for European Policy Studies (CEPS) 'Neighbourhood Watch' welcomes the signing of the Treaty establishing the South-East Europe Energy Community (see EUROPE 9052). Michael Emerson suggests two other radical initiatives for the region, namely extending the EU-Turkey customs union to all countries in the region; and establishing a Schengen type agreement to make all of South-East Europe a visa-free zone (with a few exceptions), to avert the looming and dangerous absurdity of the EU forcing its new Member States and candidate countries in the region (like Croatia) to force their neighbours to apply for visas.
