EU to open negotiations with Ukraine

Brussels, 08/11/2005 (Agence Europe) - On 7 November, the General Affairs and External Relations Council adopted a decision authorising the European Commission to open negotiations with Ukraine over an agreement to facilitate visa requirements for Ukrainian citizens. European sources suggest the most important thing in the negotiations is to be flexible, more flexible than in negotiations with Russia given the fact Ukraine is likely to become a full member of the EU one day. The visa negotiations will start before the 1 December EU-Ukraine Summit and will be held in parallel with the current negotiations over a readmission agreement between the EU and Ukraine. The visa negotiations will at first only cover short-stay Schengen visas, covering visa costs, simplification of the required documents, the maximum time applications should take to be considered and flexible rules to allow multiple entry for certain people. On 28 July 2005, President Yuschenko signed a law permanently scrapping the visa requirement for citizens of EU Member States, Switzerland and Liechtenstein from 1 September 2005 for stays in Ukraine of up to 90 days.
