04/11/2005 (Agence Europe) - The President of the Parliamentary Assembly of the Council of Europe (PACE), René van der Linden, has made a statement in the wake of the wave of violence in several cities in France: "it is these neighbourhoods' own residents who are suffering most from the consequences of the senseless spiral of violence. The authorities must not only take a firm line with the troublemakers, but also make an early start to the dialogue". In September 2001, he recommended to the Committee of Ministers of the Council of Europe to create a European monitoring centre on urban safety, to be tasked with indicating which security measures have the best results, holding exchanges of views between those responsible for security policy, and offer training. This monitoring centre has still not been set up.
