There is a firm resolve to reach an agreement as quickly as possible but perhaps not today”, an EU Presidency spokesman said. On the subject of recognition of Cyprus, delegations agreed the counter-declaration should stipulate that recognition is a “necessary component of the negotiation process” rather than simply saying it is a criterion to be met for accession. The question of the UN process on unification of the island was still being discussed, the idea being to evoke this process without making a direct link with accession talks.
