Still no agreement on counter-declaration, but there is progress

Brussels, 16/09/2005 (Agence Europe) - The ambassadors of the 25 Member States, who gathered at an extraordinary Coreper meeting on Friday, were still unable to reach an agreement on the terms of the counter-declaration that the European Union hopes to issue expressing its wish to see Turkey recognise Cyprus during the accession talks. The ambassadors made good headway on one point - that of monitoring implementation of the protocol on extending customs union to Cyprus, diplomatic sources say. Application of the protocol would be the subject of regular monitoring and it would be specified that any lack of implementation would affect the way negotiations progress. The question of recognition remains to be settled. It is necessary to see whether the EU will specify whether recognition is necessary for accession or for the process of accession. Cyprus and Greece, moreover, request that the declaration should not establish a link between talks at the United Nations on reunification of Cyprus and the obligation for Turkey to recognise Cyprus.
