Strasbourg, 06/07/2005 (Agence Europe) - The draft constitutional treaty is dead and buried, said Jens Peter Bonde (IND/DEM, Denmark) on Tuesday, presenting the book he has just published to make the text easier to read to a small group of journalists. Amongst other things, his work contains annotations to the Constitution, references and an index, which make it into a "more readable" document, in Mr Bonde's view. Having been opposed to the Constitutional Treaty himself, Mr Bonde says that this is an "objective and well-balanced" work, which has been re-read by many of his colleagues, mentioning Richard Corbett and Gérard Onesta by name. "The Constitution is dead", and the fact that Luxembourg will vote this weekend will not change that, because this is a vote "for Juncker and not for the Constitution", he said, going on to justify his work by the prospects of further negotiations. If work is resumed, the legal basis for the debate will be the current draft Constitution, said Mr Bonde, who would rather "start again from scratch ". He feels that there should be a new Convention, elected by universal suffrage, to be made up of 10 representatives per Member State, and which should "come up with a simple text to be submitted to referendum and on the same day in all Member States".
