Lamassoure suggests interparliamentary conference and simultaneous referendum throughout Europe

Brussels, 13/06/2005 (Agence Europe) - In Le Figaro of 13 June, MEP Alain Lamassoure (EPP-ED, France) suggests a “procedure for re-starting” the constitutional process in the EU, after the French and Dutch no-votes. Mr Lamassoure suggests that: - a group of wisemen should draw up an “inventory of the situation in Europe and analyse the political positions in all Member States”; - on this basis, the European Council will convene an interparliamentary conference with the national parliaments and the European Parliament: “who is the one, and not the national governments alone (…), that will draw up the roadmap for a new Convention” responsible for a new draft. The MEP also suggests two “major innovations”: - a ratification referendum organised the same day in all Member States: - during this referendum, the choice for each country will be ”between the old status and the new”. Thus, the States that refuse the political Europe will no longer be able to prevent those that are not satisfied with just having an economic and monetary area from moving forward. Mr Lamassoure foresees the following timetable: six months for the “wisemen”, six months for the interparliamtnary conference, eighteen months for the Convention, six months for knocking the texts into shape and for referendum campaigning. In his view, it is thus “still possible to have a new European Union in working order for the next European elections in June 2009”.
