Brussels, 13/06/2005 (Agence Europe) - Iraq warmly welcomed the Europeans' commitment made at the end of the EU Troika's visit to Baghdad on 9 June (EUROPE 8966), affirmed the Iraqi ambassador in Brussels. The ambassador hopes the international conference on 22 June will listen to all Iraqis and allow them to highlight their main needs. The ambassadors was keen to point out that the meeting in Brussels, under the supervision of the EU and USA would not be a donors' conference but rather, support the government elected during the last elections, even if the question of resources for mobilising reconstruction would also be mentioned. The priority had to be the political agenda, the drafting of a Constitution on 15 August if an agreement is reached in the meantime between the political forces of the country (representatives of the Iraqi Sunnis are calling for more representation: 25 out of the 55 members of the Commission's editorial board). The decision will be up to the National Assembly, underlined the government, which hoped to carry out this sensitive operation before dealing with other issues such as the referendum approving the Constitution. There does not appear to be any obstacles to the EU sending observers to the next electoral consultations, affirmed Iraqi diplomatic sources in Brussels. The same source was delighted at the announcement of a training programme from police, legal and prison experts financed by the EU but regretted that it is being carried outside of Iraq. Quoted by the press, the Iraqi government spokesperson said that many training programmes will be abroad, “which will increase costs”. He estimated that the cost of the training programme would be around USD 20 million, 20,000 dollars for training a single person.
