Luxembourg, 13/06/2005 (Agence Europe) - The EU foreign ministers said the European Council on Thursday and Friday this week is expected to avoid entering into a new substantive debate on EU enlargement or adopt conclusions in good and due form (despite the obvious fears that some citizens have on this subject). Instead of opening such a debate, the Heads of State and Government are expected to simply add a short general sentence to the conclusions of the summit recalling the commitments taken in the European Council conclusions of December 2004, while stressing the need to fully implement these them. “Most delegations consider there is not much point in reproducing the same conclusions as those published in December 2004 exactly. On the other hand, there is nothing to be added to what has already been decided on enlargement”, a source close to the Presidency explained. Last week, the Luxembourg EU Council Presidency still intended to suggest that ministers did not foresee any conclusions whatsoever on enlargement, considering that it would be absurd to repeat the conclusions of December 2004 word for word. At the request of several Member States, the Presidency finally opted for a short reference to the conclusions of the European Council of December 2004, in order to reassure the candidate countries (Bulgaria, Romania, Turkey and Croatia) about the fact that commitments taken at that time will be effectively honoured and implemented.
