Discussion on funding reconstruction

Brussels, 11/05/2005 (Agence Europe) - During his official three day visit to Belgium, the Afghan president Hamid Karzai met CFSP High Representative Javier Solana on Thursday, as well as European Commission president, José Manuel Barroso. With the latter he discussed details of EU reconstruction funding over the next two years in the country. The EU has spent EUR 657 million (not including humanitarian aid) and will contribute at least EUR 376 million in 2005-06 and is therefore expected to attain its Tokyo 2002 objective of granting EUR 1 bn in assistance for 2002-06. Reconstruction programmes focus on four sector: health, infrastructure, rural development (promotion of alternatives to cultivating the poppy) and freeform of public administration. The two men will also look at parliamentary and local elections in the country, which are planned for 18 September, as well as the fight against drugs, which remains an Afghan government priority. Last year, opium crops on Afghan territory accounted for 87% of world production. On Wednesday, during his meeting with NATO Permanent Representatives, Mr Karzai reiterated his request addressed to the European Parliament the day before (EUROPE 8944, p 3) for extended assistance to his country so that it could ensure security and develop democratic institutions (EUROPE 8944, p 3).
