11/05/2005 (Agence Europe) - During the events organised by the General Moselle Council in the week of 9 May, the anniversary of the Schuman Declaration of 1950, Paul Collowald, former senior official at the European Commission and European Parliament addressed the Maison Schuman in Scy-Chazelles on 7 May. The theme of his speech was “Europe on the march - Where are the Citizens?” Recalling his first meeting with Robert Schuman in August 1949 when he was a journalist at the Nouvel Alsacien, Collowald retraced some of the sources of European construction up to today, three week away from the French referendum on the European Constitution. Addressing the disorientated citizen he said, “A minimum of effort has to be made in understanding the grand title of 'citizen'. Alfred Sauvy once said, 'an uninformed man is a subject. An informed man is a citizen'. A minimum of time is required before claiming it's too complicated!”
