24/03/2005 (Agence Europe) - Etienne de Poncins, who was a member of the European Convention's secretariat, is the author of “La Constitution européenne en 25 clefs” published in the Lignes de repères editions with the support of the Robert Schuman Foundation. After recalling the origins of the constitutional treaty, the working of the Convention and the Intergovernmental Conference which made certain parts of the text heavier, the author seeks to make the treaty more accessible to the general public. To do so, he puts forward the main solutions for 25 themes: values, democratic life, reference to religion, competences, institutions, enhanced cooperation, subsidiarity, cultural exception, defence, economic policy, etc. The publication (ISBN 2-915752-03-6) includes a preface by Valéry Giscard d'Estaing, who calls on the French to take a stance looking only at the merits of the Constitution.
