Brussels, 03/12/2004 (Agence Europe) - The President of the EP's Foreign Affairs Committee, Elmar Brok, briefed reporters on Friday on his personal impressions on the EP delegation's visit to Kiev, capital of the Ukraine (expected to return on later that day). The delegation held long talks with Viktor Yushchenko and Leonid Kuchma, but not with prime minister Viktor Yanukovich who, Brok said, had been unable to meet with them. Nobody we met doubted that the results of the second round of the elections had been falsified, said Brok, adding that Kuchma had even made pejorative comments about 'his' candidate Yanukovich whom he described as having 'no chance' of winning new elections. The Ukrainian President and government, however, are still reported to refuse to respect the will of the people and are using tactical games and false legal and political manoeuvring to avoid holding a new second round. Brok said a new second round of the presidential elections had to be held as soon as possible, preferably later in December, and definitely before the start of the Orthodox Christmas celebrations. Brok rejected President Kuchma's tactic of talking up the danger of the east of the country separating off as a way of getting external aid (from Russia, Ed.) to restore order in the Ukraine. I hope President Putin will decide not to react to this and will not return to Brezhnev's doctrine, commented Brok. He added that he hoped the EU would make use of its good relations with Russia to make it clear to Putin that he cannot do what he wants in his sphere of influence. Brok criticised the EU for not giving the Ukraine 'European perspectives'. By saying that the Ukraine could never become a member of the EU (Romano Prodi had also said this), the EU had given Russia a signal that the Ukraine was part of its own sphere of influence. Brok said it was not a question of automatically offering to open accession negotiations, but it had to be offered more than simply the good neighbours policy (in other words, be made a privileged partner). EPP President Wilfried Martens told reporters that Yushchenko had been invited to speak at the EPP Summit on 16 December.
