Brussels, 05/11/2004 (Agence Europe) - Divided over the degree of ambition in their cooperation on asylum, justice and immigration, the Heads of State and Government provided the European Union with a new five-year programme on Friday, aimed above all at implementation of the texts adopted since 1999.
