Positive impact study on Turkish accession?

Brussels, 30/09/2004 (Agence Europe) - The study into the economic and political impact of Turkish accession, to be published by the European Commission next week- together with its recommendation on the country's observation of the political criteria- will conclude that Turkey's joining the EU would bring considerable economic and political advantages to both sides, without creating insurmountable budgetary problems for the Union. According to the news agency Reuters, which indicates that it has obtained a copy, the study underlines the "important challenge" this accession would represent, both for the Union and for Turkey, but it also notes that "if well managed, it would offer important opportunities for both sides". The study estimates, again according to Reuters, that the EU's net payments to Turkey, after a phasing-in of regional and agricultural aid over a transition period of ten years after accession in 2015, should reach a total between 16 and 28 billion EUR net a year in 2025 (or between 0.1 and 0.17% of EU GDP), if current policies remain unchanged.
