Brussels, 20/09/2004 (Agence Europe) - According to German Christian Democrat Karl von Wogau, Chair of the Sub-Committee on Security and Defence at the European Parliament, the adoption of a White Paper on European Security and Defence would be a "logical follow-up" to European security strategy as presented by Javier Solana and adopted by the European Council in December 2003. The strategy makes a "good analysis of the dangers and risks facing the European Union" (proliferation of weapons of mass destruction, terrorism, organised crime, etc.) but "can only be a first step", he states in a declaration, considering the document published on this by the EU's Institute for Security Studies makes "good suggestions" on this (see EUROPE of 31 July, p.5). Mr von Wogau recalls that the White Paper from the Paris institute mainly insists on better use of modern technologies and on planning a permanent European headquarters or at least a core of troops available for European operations.
