30/08/2004 (Agence Europe) - Franz Munterfering, President of the German Social Democratic Party (SPD) said on Sunday that Germany may hold a referendum on the European Constitution after the unveiling of a draft amendment to the German constitution at the Bundestag in October or November to enable such a referendum to be held.
