08/06/2004 (Agence Europe) - In an interview to La Croix, French foreign affairs minister Michel Barnier refused to rule out the possibility of a "failure" with regard to ratification of the European constitution and affirmed that "if one or two countries" rejected the draft, countries that wanted to go further should be able to in affirmation of a political Europe "outside the Union treaties in a new construction". Interviewed in Le Monde, UDF president François Bayrou underlined the need for the constitution to ensure that majorities would be able to be reached at the Council "without getting stuck in every corner of the road". He also said that he wanted Europe to be embodied by a president that was both its voice and its face. Bayrou announced that he would fight for them never having, except in emergencies, European decisions taken without warning European citizens six months in advance.
