Principle of acceding to EuroMed process is attained according to Libyan ambassador but agreement will not be formalised immediately

Brussels, 29/04/2004 (Agence Europe) - In a meeting with Colonel Gaddafi and Javier Solana, High Representative for CFSP on Tuesday in Brussels themes focused on two areas: accession of Libya to the EuroMed process and the issue of weapons of Member States destruction, indicated an EU Council spokesperson. The meeting was informal but allowed an idea of intentions of President Gaddafi regarding the Euromed process, which he said the supported wanted to possibly join, but needed to explain the contents and benefits to the Libyan people beforehand. The High Representative said that he proposed going to Tripoli to provide these explanations.

Libyan sources indicated that no draft letter is being drafted for the moment that meant Tripoli agreed to all the acquis of the EuroMed Process. The principle is attained but still needs to consult our representative, the Congress of the People and the Libyan Parliament, explained the Libyan Ambassador to the EU, Hamed El Houdari. The ambassador did not rule out that a letter be addressed to Brussels but later s this was an action that had to be reflected on. The reception of this letter of commitment is considered a s condition for Libya becoming a member in full of the Barcelona Process and the Commission intends to sent it to the Council for a formal decision. It therefore appears out of the question that the procedure be finished before the EuroMed ministerial conference on 5-6 May in Dublin.
