Olemn session of first enlarged Parliament - memory of Spinelli and Monnet - European Constitution - future enlarged Union - vote for motion of censure against Commission

Brussels, 29/04/2004 (Agence Europe) - The next plenary session of the European Parliament and the last one before the European elections (10-13 June) will be a session without votes, except on Tuesday with the motion of censure by 35 MEPs against the Prodi Commission concerning the Eurostat affair, Jens-Peter Bonde in the lead with his group Europe of Democracies and Differences (EUROPE of 21 April, p.5) and that on Wednesday on the new members of the EP, European Commission and Court of Auditors. Except for that, the session will essentially be the first ever of a Parliament and Commission of a Europe of 25 members. The detailed agenda is as follows for the final session of the parliament elected in 1999, which will also be that which remembers the two great Europeans Jean Monnet and Altiero Spinelli, and where MEPs are expected to reiterate their support for the draft Constitution of the European Convention, most certainly with a declaration read in plenary by President Cox (EUROPE on 28 April, p.5, on the subject of suggestions from the constitutional committee chaired by Giorgio Napolitano).

Monday 3 May

at 18H, solemn opening of the plenary session of the enlarged Parliament (preceded by special meetings of the political groups)

Tuesday 4 May

from 10H - 11H, commemoration of Jean Monnet and twentieth anniversary of the draft treaty instituting the European Union, Spinelli Draft of 14 February 1984

from 11H - 13H, general debate on the future of the enlarged Union, in the presence of the Council and Commission

towards a European Constitution

at 13H, vote of motion of censure against the Commission

from 15H - 20H, following general debate: - European economic and social model; - Enlarged Europe and neighbourhoods; - freedom and security for Union citizens

Wednesday 5 May

from 10H - 12H, presentation of new members of the enlarged European Commission by president Prodi (on the subject of the hearings for the ten new Commissioners se EUROPE 17 April, p.5)

from 12H - 13H, votes on: la verification of the powers of the many members of the EP, - draft decision on enlarged European Commission, the la nomination of the 10 new members of the European Court of Auditors (for hearings EUROPE du 14 April, p. 10).
