Brussels, 23/04/2004 (Agence Europe) - The Commission "is waiting to receive a formal request" from Libya on the normalisation of relations with the EU, said a spokesperson to Commissioner Patten on Friday, without stating whether the latter will meet Colonel Gadhaffi on Tuesday (see yesterday's EUROPE, p.4). "We only know that Commissioners will be present" in talks between the Libyan President and Romano Prodi, he said. If this request was made, the Commission would submit it to Council to obtain a mandate stating the scope of co-operation to be undertaken with Tripoli (and on which several exploratory conversations have been held, there having already been two technical missions to Libya). But the normalisation of relations will only come into force when the Libyan authorities have resolved outstanding issues with Germany and the case of the Bulgarian medical staff detained in Libya.
